Ashley has experience in assessing tariff exposures for importers and analyzing tariff classification, country of origin, forced labor, and customs valuation issues. She has assisted clients as they navigate investigations, enforcement actions, or inquiries from U.S. Customs and Border Protection (CBP). Ashley guides clients on Federal Maritime Commission (FMC) regulations issues and compliance with the U.S. Shipping Act of 1984, including amendments under the Ocean Shipping Reform Act of 2022. She has conducted FMC compliance audits for common carriers and helped clients with Charge Complaints, Service Contract and other transportation agreements, and enforcement actions by the Commission. Ashley has also counseled on applicable sanctions restrictions and export controls on business operations and the preparation of voluntary self-disclosures and other submissions to the U.S. Department of the Treasury and Office of Foreign Assets Control (OFAC), U.S. Department of Commerce, Bureau of Industry and Security (BIS), U.S. State Department, Directorate of Defense Trade Controls (DDTC), and U.S. Census Bureau (Census).
