The Senate filibuster's 60-vote threshold is likely to preclude passage of sweeping climate and energy legislation, such as the Green New Deal. But impactful climate and energy policies may still pass Congress this year, via a process known as budget reconciliation. Reconciliation may be used once each fiscal year. But because Congress did not pass a budget resolution for the current fiscal year, Congress has two fiscal years' budgets available, making two reconciliation packages likely.
