Connor Webb

Connor Webb provides regulatory advice and counseling to banking and financial services businesses to help them meet their objectives. Connor works with banks, payment companies, money transmitters, lenders, fintechs, and consumer financial services companies to help them navigate the federal and state regulatory environments in which they operate. He provides counsel on regulatory compliance matters, contract negotiations, state licensing requirements, economic sanctions compliance, advertising and marketing issues, due diligence, and federal and state examinations and investigations. Connor regularly advises businesses on complying with Consumer Financial Protection Bureau (CFPB), Federal Trade Commission (FTC), and payment network requirements.

Payments Counseling

Connor counsels financial institutions and companies operating in the payments industry on matters related to regulatory compliance, business planning, contract negotiations, due diligence, examinations, and civil investigations and litigation. Connor works with banks, fintechs, payment processors, payment facilitators, independent sales organizations (ISOs), merchants, and payment networks to address the legal, operational, and business challenges of payment and transaction processing. He advises these clients on matters related to compliance with payment network rules, the laws and regulations of state and federal banking regulators, the Bank Secrecy Act and anti-money laundering requirements, and drafting and negotiations of agreements relevant to numerous layers of the payments industry. In addition, he provides counseling on navigating the federal and state laws governing the provision of financial services to marijuana-related businesses.

Consumer Financial Products and Services

Connor advises on consumer protection matters related to providing, advertising, and marketing financial products and services to consumers. Connor assists clients in navigating the laws and regulations of the CFPB, FTC, and states by counseling on issues subject to the Truth in Lending Act, Fair Debt Collection Practices Act, Fair Credit Reporting Act, Electronic Funds Transfer Act, Federal Trade Commission Act, Restore Online Shoppers Confidence Act, and various state licensure requirements. In this regard, Connor helps clients with regulatory compliance concerns and ongoing or mock examinations or investigations, as well as drafting terms and conditions, sales policies, and other consumer-facing terms.
