Bill Sloan represents U.S. and international clients in regulatory and litigation matters involving land development, water resources, air quality, climate change, energy, and endangered species. He has appeared before the Environmental Protection Agency (EPA), and has litigated cases for public and private sector clients that have been resolved in the California and U.S. Supreme Courts. He is accomplished in handling permitting, compliance matters, and disputes related to the Clean Air Act (CAA), the Clean Water Act (CWA), the Endangered Species Act (ESA), the California Environmental Quality Act (CEQA), and other U.S. and international statutes.
Bill counsels clients on climate change considerations, including carbon trading and strategies for monetizing the environmental benefits of new technologies and processes. He offers practical advice on water rights, water supply assessments, groundwater basin adjudications, water quality compliance, and project defense.
Prior to joining Venable, Bill worked at an international law firm, where he chaired the carbon team of the firm's environmental practice. Before entering private practice, he served in externships with the U.S. Department of Justice, the U.S. Environmental Protection Agency, and the California Attorney General's Office.
